Afghanistan: Reported US covert actions 2019

The timeline below contains information on all US air attacks on Afghanistan recorded by the Bureau in 2019. It is updated with the latest US air attacks. We also log Afghan Air Force attacks when they are reported. The Bureau collects information on the US and Afghan strikes and the people they kill from local and international media reports – including the Bureau’s own field investigations – as well as academics and NGOs that cite US, Afghan and Pakistani civil, military and intelligence officials, and witnesses and local people in the affected areas.

Please note that our data changes according to our current understanding of particular strikes. The information below represents our present best estimate.

Background

US aircraft have been bombing Afghanistan since late 2001 and the airstrikes have continued into the Trump administration. Up until December 2014 the US was operating in concert with its allies in the Nato-led International Security Assistance Force. Now it is just the US, and the Afghans, flying strike missions in the country.

The Bureau began tracking the strikes from January 1 2015 onwards, when the US and Nato’s combat mission in Afghanistan came to an end. The Afghan military and police took the lead in fighting the Taliban with the US and its international partners moving into a non-combat “train, advise, assist” role, supporting local forces.

US air forces are still flying combat missions however. There are three targeting authorities that govern the kind of strikes the US can conduct in Afghanistan.

Force protection strikes are intended to protect friendly ground forces who are under attack, or are about to be attacked. From January 1 2015 the US was supposed to stop deliberately going after the Taliban, leaving that to the Afghans. But in June 2016, with the Taliban pushing the Afghan forces to breaking point, the US went on the offensive against the Taliban, under “strategic effect” strikes.

The third authority governs the US’s counter-terrorism strikes, part of its offensive operations against al Qaeda and, since January 2016, Afghanistan’s Islamic State offshoot.

Their information came from "informed military sources", however it is not clear from Khaama Press' report which the day this strike occurred on, so we have recorded it as the date that they reported on it.

Khaama Press is likely referring to the Nato coalition, in which the US is the only country known to be flying strike missions.

Their information came from "informed military sources". However we are still unable to record this strike in our database of confirmed US strikes due to vague sourcing.

It is not clear from Khaama Press' report which day the strike occurred on, so we have recorded it as the day that they reported on it.

In their monthly release of airstrike data, US Forces - Afghanistan did not report any strikes in Helmand province on February 3.

Four strikes hit Nangarhar province on this day, according to data from US Forces - Afghanistan.

There had been a report of a strike in Nangarhar on this day. Khaama Press reported that Coalition airstrikes hit Nangarhar province killing at least five fighters belonging to the Taliban and Afghanistan's branch of Islamic State.

Their information came from a statement by the 201st Silab Corps, which is part of the Afghan military. It said that a strike carried out in Khogyani at around 9am local time killed two ISIS-Khurasan fighters. The statement further added that other airstrikes carried out in Khogyani that day left three Taliban fighters dead.

Khaama Press is likely referring to the Nato coalition, in which the US is the only country known to be flying strike missions.

There had been a previous report of a strike in Kandahar on this day. Pajhwok News reported that more than a dozen Taliban fighters, including two suicide bombers, had been killed in foreign forces airstrikes in southern Kandahar.

Aziz Ahmad Azizi, the governor's spokesperson, told Pajhwok that the airstrike had targeted a group of militants in Wachbakhto late on Saturday night.

Azizi added that no civilians or security forces were harmed in the attack.

Pajhwok are likely referring to the US when they reported "foreign forces" as they are the only country known to be flying strike missions.

Their information came from a statement by the provincial government media office. It said the strike hit a compound of the Taliban fighters in Sangin district at around 11pm local time.

There had been reports of a strike in Helmand on this day killing civilians. Mohammad Hashim Alokozai, a member of parliament from Helmand, said a US strike killed 13 male relatives burying civilians killed in a strike the previous day.

However, the US has denied the strike took place. Sgt. First Class Debra Richardson, a US military spokeswoman, said no airstrike was carried out by the coalition in Sangin on January 25. “The Taliban claim today that a US airstrike killed 10 civilians while digging graves is false and Taliban propaganda,” Sergeant Richardson said.

In a later email with the Bureau, a US spokesperson said the incident was under investigation.

Seven strikes hit Helmand province on this day, according to data from US Forces - Afghanistan.

There had been a report of a strike in this province on this day killing civilians, although there was a lack of clarity over what exactly happened. We have recorded a range for the civilian casualties to reflect the possibility that the strikes confirmed by the US caused these casualties.

According to Attaullah Afghan, head of the Helmand provincial council, a strike on a home in Helmand killed 16 civilians from the same extended family. Eight of the victims were children and three were women, he said.

However, the New York Times' weekly casualty report said it was unclear if the house had been hit by an airstrike or a rocket.

All other reports put it as an airstrike, but did say it was not clear if the strike had been carried out by US or Afghan forces.

A Nato statement did read: "A large Afghan-led, multi-day operation in Sangin, Helmand has been supported by U.S. advisors and coalition air strikes. Due to the ongoing operation and the number of units involved, we are still looking into the claim of non-combatant casualties."

The US military has confirmed that they are investigating the incident.

Omar Zwak, a spokesman for the provincial governor, also said an investigation has been launched.

Different publications said the strike occurred on different days. The NYT and AP said it hit on January 23, while Tolo News RFE/RL put in on January 24.
